Budget Basics: European Parliament Offers Primer on EU Long-Term Spending

The European Parliament hosted a press briefing outlining the fundamentals of the European Union's next Multiannual Financial Framework, universally known in Brussels as the MFF. The session served as a primer on how the bloc structures its long-term spending plan, setting out the procedural steps, legislative roles, and baseline rules required to negotiate the next multi-year budget cycle.

The MFF is the master blueprint determining how much money the EU can invest over a seven-year period. It fixes spending ceilings for major policy portfolios, from farm subsidies and regional development grants to research grants and green technology investments. For citizens, local councils, and businesses, the framework ultimately dictates the scale and availability of EU funds that support infrastructure, economic development, and innovation across member states.

In the EU lexicon, the Multiannual Financial Framework—or MFF—is where every institutional tension meets a spreadsheet. While the European Commission proposes the figures and the European Parliament pushes for ambitious social and research spending, all 27 member states in the Council of the EU must agree unanimously.
